Lynette has over 20 years of planning experience working for both public agencies and private landowners and developers, and much of her work has focused on revitalizing downtowns, including Oakland, Berkeley, Martinez, Truckee, and Fort Bragg. Her areas of expertise span planning policy, environmental review, and entitlement assistance for urban infill projects, including many TOD and downtown projects. Some key TOD projects she has worked on are the revitalization of Uptown Oakland, the MacArthur BART Transit Village, and the Emeryville Marketplace. She has also led several significant outreach and education efforts, including for the City of Richmond on the Chevron Refinery Modernization Project. Lynette is recognized by colleagues and clients for her strengths in working on complex projects, preparing comprehensive yet clear documents, effectively presenting projects and findings to a diverse audience, and identifying and solving project challenges.
Preparing planning policy and assisting private clients through all stages of the land use approval process are also strong practice areas for Lynette. Lynette assists municipal governments in developing land and development regulations, managing projects, negotiating development agreements, and updating general plans, specific plans, and zoning codes.
