Emilio Balingit


Emilio has a diverse background in active transportation planning, community outreach, and real estate development. His current responsibilities at Urban Planning Partners include preparing specific plans, CEQA documents, and entitlements assistance for projects across the Bay Area. Previously at California Home Builders, Emilio specialized in preparing entitlement applications, ensuring compliance with State and local development regulations, and maximizing development potential using density and transit-oriented development bonuses.

Emilio has significant experience working with a variety of stakeholders, including local governments, private developers, non-profits, and neighborhood organizations. He has presented complex and controversial projects to a variety of community audiences. He is well-versed in using ArcGIS, Adobe Illustrator, and Adobe InDesign to create maps, graphics, and reports that clearly communicate spatial, technical, and statistical information. Emilio’s breadth of experience across multiple realms of planning, along with his strong writing and research skills, allow him to support a wide variety of projects, from policy planning to entitlement processing.
