Carla has a range of policy and project management experience in land use planning, environmental review, urban design, and affordable housing policy. Her recent project responsibilities include preparation of permit approvals, staff reports, resolutions, and presentations. Carla also has experience managing and writing various types of environmental review documents, including IS/MNDs, EIRs and addenda to EIRs
and IS/MNDs. She is currently an on-call supplemental staff member for the City of Foster City and contract planner for the City of Novato.
Carla is currently managing a Specific Plan for the buildout and modernization of Recology’s facilities in Brisbane. She recently completed the EIR for Illumina’s new headquarters in Foster City which includes up to 595,000 square feet of new office and laboratory space at the Lincoln Centre site. Carla’s previous work has included demographic and market analyses, plan and report writing, preparing graphics for plan documents, policy analysis, and community outreach. She has performed graduate-level research on transit-oriented development, affordable housing needs, and brownfield revitalization in Oakland, CA and Austin, TX.
